    I  plugged it up turned it on and the red power light comes on the green light moves when knobs are turned.
    no noises or odors
    it seems to be a complete unit.
    I  think this is a old intrument used to work on old color. TV
    it came from a tv repair shop that had been shut down for 20 years or more.
